95 Grand Cher--Won't Shift

Hi
I have a 1995 Jeep Grand Cherokee 4.0L. I literally JUST bought it 10 days ago and it just yesterday stopped shifting properly.
If I put the shifter in "1"--transmission shifts to 1.
If I put it in "2"--trans shifts to 2 and BYPASSES 1.
If I put it in "D"--trans shifts to 4 (I think), but will down shift to 3 if I turn off O/D (BYPASSES 1 and 2 completely).
I brought it to a "free diagnosis" transmission shop, and they told me that they would have to drop the trans to diagnose definitively. Since it's a 1995, it has OBD-I but the check engine light is not on.
To me, this sounds like a controller problem, since the actual shifting between gears appears to work when stimulated to do so. Could this be a speed sensor problem? Or a computer problem? Is there a way to directly test this?
