3 speed auto...check the TV lever (lever from throttle to trans to see if it free...just as you take off shift to low...if it down shifts you are indeed getting second gear starts...the governor may be sticking..if so...than the pan should be dropped to see how much debris is in it..to muck and that is why...if ok the governor can be freed up or replaced.
