jeep 4x4 trans problems

My 1997 jeep 4x4 automatic does not engage at times from 2nd to 3rd gear and have to rev up to 3000 rpm let go of the gas pedal a bit and then she shifts. Could a trans flush and filter replacement cure this? Fluid level is fine and no metal filings??? Thanx in Advance
